Port of Vancouver’s financial incentives for clean ships
Since 2007, Vancouver Fraser Port Authority’s EcoAction Program has offered the opportunity for vessels to receive a discount of up to 47% off their harbour dues per call for meeting voluntary best practices that reduce emissions and other environmental impacts. Examples include obtaining acceptable third-party environmental ratings or designations for cleaner, more efficient and quiet ships, or using alternative fuels and technologies.
With the change in Clean Shipping Index’s rating system, the port authority is proposing to offer discounts of 23%, 35% and 47% based on vessels with Clean Shipping Index class 3, 4 and 5 respectively starting January 1, 2018. The following overview outlines a summary of discount-eligible options for 2018:
- Technologies: Shore power and vapour control/recovery
- Fuels: Natural gas and biodiesel
- Environmental ratings: Clean Shipping Index, Clean Cargo Working Group, Environmental Ship Index, RightShip, Green Award, Green Marine and Energy Efficiency Design Index
- Ship Classification Society Environmental Notations: Lloyd’s Register, Bureau Veritas, Class NK, RINA, DNV-GL, MRV Control and Verifavia.
Applications or annual declarations must be submitted with supporting documentation in advance of vessel arrival. The Port of Vancouver fee document is available here, for specific criteria and how to apply for discounts.
